Exciting news for Indonesian residents: the government has decided to forgive outstanding overdue contributions to BPJS Kesehatan, the nation’s health social security system! Previously, Minister of Finance Purbaya Yudhi Sadewa highlighted that preparations for the financial aspect of this waiver have already been made, with a substantial budget of Rp20 trillion earmarked to support this initiative. However, he also emphasized the need for BPJS Kesehatan to enhance its management and operations for sustained effectiveness. "While we've allocated this significant budget, we expect BPJS to improve its management practices," he remarked at a briefing held on October 22, 2025, at the Coordinating Ministry for Economic Affairs in Central Jakarta.

The concept of forgiving BPJS Kesehatan dues was first brought to light by the organization's President Director, Ali Ghufron Mukti. He explained that the debt relief would particularly benefit independent participants who have transitioned to being Beneficiary Recipients (PBI). PBI participants are individuals from less fortunate backgrounds whose contributions are supported entirely by the national or local governments. "The waiver is designed essentially for those who changed their participation category. For example, they started as independent contributors, but after falling behind, they moved to the PBI category," Ali explained during a press conference at the Ministry of Finance on October 22.

Moreover, he pointed out that the debt forgiveness will extend to Non-Wage Workers (PBPU) whose contributions have consistently been supported by regional governments. The Indonesian government plans to employ a targeted approach based on decile measurements and the National Single Social and Economic Data (DTSEN) to determine who qualifies for this debt waiver. There is a potential to offer similar forgiveness options for independent Class 3 participants, although no official decision has been made regarding this yet.

Importantly, Ali conveyed BPJS Kesehatan’s commitment to ensuring access to services without enabling misuse of the system. "For those who are financially capable, we encourage them to continue making their contributions," he affirmed, noting that approximately 23 million individuals currently have overdue payments totaling more than Rp10 trillion.
